Darrin joined Watson Millican & Co. in July 2021. Darrin has over 33 years of manufacturing, operating and commercial experience in the oil and gas industry. Darrin’s first 20 years of experience was associated Project Management, both as an Owner and an EPC Contract Manager. In 2012, Darrin shifted to EPC Contractor Claims Management, where he supported both informal and formal dispute resolution as well as technical advisory support to both internal and external legal counsel.

Darrin has provided expert analysis on multiple matters and has testified on Power Generation and LNG projects.

  • ICC Power Generation Arbitration in Finland – Analyzed engineering impacts, design changes, and design defect issues, on behalf of the EPC contractor, regarding a new Power Plant in Finland. Assessed engineering development and changes with reference to the contractual documents and normal industry practice. Evaluated changes in piping design related to both quantity growth and isometric revisions. Prepared expert reports detailing the basis of opinions and findings, followed by expert witness testimony.
  • ICC Power Generation Arbitration in UK – Analyzed Covid-19 impacts to field construction and commissioning, as well as overall progression of the work, on behalf of the EPC contractor, regarding a new Power Plant in the UK. Assessed contractor’s response plan and mitigation efforts with reference to normal industry practice. Evaluated overall causes of delay associated with field commissioning. Prepared expert reports detailing the basis of opinions and findings, followed by expert witness testimony.
  • ICC LNG Module Fabrication Arbitration in the United States – Analyzed module back charge claims, on behalf of the EPC contractor, regarding the supply of LNG Pre-Treatment Modules fabricated in Mexico. Assessed module fabricator performance and technical merit of back charge claims. Prepared expert reports detailing the basis of opinions and findings followed by expert witness testimony.
  • ICC Biofuel Conversion Arbitration in the United States – Analyzed project cost increases and delays, on behalf of the Owner, regarding a Biofuel Conversion Plant in USA. Evaluated FEED development and EPC contractor performance. Prepared preliminary expert report detailing the basis of opinions and findings. Dispute settled prior to arbitration hearings.
  • Heavy oil Extraction plant dispute – Provided change order assessment support on behalf of the EPC contractor, regarding an upstream heavy oil extraction project in the Middle East. Evaluated electrical, structural, and piping quantity increases.
  • Claims advisory support for failed soil improvement – Provided claims advisory support on behalf of the EPC contractor, regarding failed soil improvement at a Gasoline/Diesel Distribution Terminal in Mexico. Developed preliminary claims and coordinated with quantum and schedule delay experts.
