Gale “Chip” Slocum
Chip joined Watson Millican & Co. in 2019. He has over 40 years’ experience power generation equipment including its design, manufacture, operation and maintenance.
Chip’s roles have included engineering and project execution for turbine projects for a major SME as well as being responsible for supplier development in Mexico and South America and board member of a manufacturing joint venture. Chip has also led the procurement for a company division which included the acquisition of a business. Further roles included head of engineering and providing technical support for power generation facilities.
As an Expert Witness, Chip has authored over 25 reports and testified in three hearings.

- ICC LNG Commissioning Arbitration – Expert services for an engineering and commissioning contractor in an AUS$2 billion dispute concerning the termination of an EPC subcontract to build an islanded Combined Cycle power plant within an LNG facility. Matter settled prior to hearing.
- ICC Aeroderivative Power Plant Arbitration – Testimony regarding environmental contamination of Rolls Royce Trent 60 aeroderivative gas turbines.
- ICC Gas Turbine Blade Failure – Expert services regarding gas turbine compressor blade failures in extreme ambient temperature condition. Matter on–going. Testimony regarding a turbine blade failure of a Siemens gas turbine. Matter on-going.
- Electric Power Research Institute (EPRI) panel participation – Participation on a panel to provide maintenance best practices for wind turbine gearboxes to allow EPRI to develop recommendations to members.
- Owners Technical Representative – Supervision of installation of GE 7F.05 gas turbine, root cause analysis of Siemens ‘H’ Generator contamination, witnessed combined cycle plant performance validation, supervised several GE 7F rotor repairs at OEM facility.
- Root Cause Analyses – Advise Underwriters regarding electrical failures of two hydrogen cooled generators. The matters are on-going.
- ICC Gas Turbine Arbitration – Authored expert reports regarding the application of a power augmentation system to a Siemens gas turbine. The matter was settled prior to the arbitration hearing.
- ICC Combined Cycle Plant Contamination Arbitration – Co-authored expert reports for fuel related damage of a gas fired combined cycle plant in Latin America. The matter was settled prior to the arbitration hearing.
