Kevin joined Watson Millican & Co. in 2023. Kevin has more than 25 years of international engineering and project management experience working for both owners and contractors.

His skill set includes project development, project execution planning and management, engineering management, project benchmarking, risk management, international workshare, implementation of new technologies, and ‘Design One Build Many’ execution drawn from his experience across a mixture of operations, commissioning, design, and corporate roles.
Kevin has authored expert reports and testified as an expert in various construction disputes, under ICC, LCIA, and ad hoc arbitration rules and in the high court in England.

  • Gas Project Development Dispute – Testified in the High Court in London on matters relating to the development of a gas plant project and field development in Nigeria. Issues included front-end loading, benchmarking project development and execution status, gas plant design, pipelines, offshore field integration, and feed gas composition variability.
  • LNG Project Power Plant Construction and Commissioning Dispute – Led large expert team in an arbitration regarding assessment of project management, construction, and commissioning of a power plant integrated into a large-scale LNG facility located in Australia. Issues included termination and re-entry (re-start), execution strategy, risk allocation, work scoping, SIMOPs, productivity, cost control, readiness for start-up, and regulatory compliance.
  • Oil Sands (SAGD) EPC Contract Dispute – Testified (remotely) in an arbitration regarding a steam assisted gravity drainage (SAGD) project dispute, relating to a facility located in Western Canada. Issues included front-end loading, risk allocation, status of engineering, engineering processes, international workshare, cost estimate accuracy, contingency and escalation, construction disruption and productivity, and schedule impacts.
  • Power Plant Construction Dispute – Led large expert team in a civil case in Australia regarding construction of a power plant. Issues included remeasure quantities, scope definition, disruption, insulation and cladding, field welding of steel structures, scaffolding, logistics, pipe cleaning and flushing, and concrete structures.
  • Fertilizer Plant EPC Contract Dispute – Testified in an arbitration regarding an EPC contract dispute for a fertilizer plant located in Northern Europe. Issues included scope definition, process engineering, contract technical basis, status of engineering, engineering productivity, and paint and concrete coatings.
  • Upstream Oil & Gas Project Development Dispute – Testified in an arbitration regarding front-end loading, engineering design reviews, engineering document review process, engineering deliverables suitability assessment, sour gas processing, sulphur processing, RAM analysis, HAZOP and HAZID, feed stream variability, and rely upon data, relating to an upstream sour oil and gas in the Middle East.
  • Wastewater Treatment Plant Vendor Supply Agreement Dispute – Technical and Project Management expert for an EPC contract dispute relating to a wastewater treatment plan in Northern Europe. Issues included front-end loading, contract risk allocation, equipment specification, engineering processes, HAZOP, boiler system, and salt handling system.
