Watson Millican & Company consultants have considerable experience in all aspects of project development including scope of work development, technology evaluation and selection, feed and product studies, economic evaluations, contract negotiations, scheduling, and project management activities.
Our consultants have direct project experience with refineries, chemical plants, gas and liquid pipelines, LNG liquefaction and regassification plants, natural gas processing and underground storage, on and offshore wind farms, and power generation facilities.
Our firm has utilized this project experience to assist owner/operators and project developers in evaluating project feasibility, scope definition and optimization, construction, plant start-up and testing, as well as facility expansions or modernizations.
Refining and Chemicals
Capital Project Engineering
Provided project engineering coordination on multiple major refinery projects. Led the successful engineering and field construction of a major lights ends debottlenecking project. Successful completion of project construction during the unit maintenance turnaround led to increased recovery capacity of high valued products.
Power Generation
Power Plant Development Engineering
Led the development engineering for a 1,200 MW gas-fired combined cycle power plant near Oklahoma City. Developed complete EPC Scope Book, negotiated EPC contract, managed a ten-mile water pipeline project as well as transmission and two major natural gas interconnections. Supported project financing, special use zoning approval, and air and water permits.
Cogeneration Plant Development and Construction
Responsible for development and construction of 40 MW cogeneration plant in the Gulf Coast area that provides electrical and thermal energy to adjacent NGL processing plant. Conducted economic analysis, negotiated EPC and maintenance contracts, and developed unique power purchase agreement with host NGL plant.
Natural Gas and NGLs
Gas Plant Cost Estimate
Provided engineering and cost estimating assistance on behalf of Caspian based oil & gas producer engaged in construction of gas-condensate processing facilities. Prepared independent process design and cost estimate for a gas-condensate inlet separation and condensate stabilization system that was used by client to verify change order claims being made by EPC Contractor. Conducted a process design review of the proposed gas plant design to ensure optimum process performance and ability to meet contractual guarantees.
Pipelines
Olefins Pipeline Study
Led study and negotiations to secure high-pressure gas and liquids pipeline capacity for a grassroots ethylene plant. Explored joint ventures, service conversions, owner construction, and third party alternatives. Involved in developing design parameters, routing, and common carrier tariff structure. Executed contract to construct three 12-inch lines along the Gulf Coast.
